{"id":2771,"date":"2018-07-18T09:52:23","date_gmt":"2018-07-18T05:52:23","guid":{"rendered":"http:\/\/www.uaebarq.ae\/en\/?p=2771"},"modified":"2018-07-18T09:52:23","modified_gmt":"2018-07-18T05:52:23","slug":"google-braced-for-giant-android-fine","status":"publish","type":"post","link":"https:\/\/www.uaebarq.ae\/en\/2018\/07\/18\/google-braced-for-giant-android-fine\/","title":{"rendered":"Google braced for giant Android fine"},"content":{"rendered":"<p class=\"story-body__introduction\">Google will learn if it faces a record fine over its Android operating system in the coming hours.<\/p>\n<p>The European Commission\u00a0has claimed the US tech giant&#8217;s mobile device strategy\u00a0unfairly strengthened its dominance of search.<\/p>\n<p>The regulator can fine the firm up to 10%\u00a0of its annual revenue\u00a0&#8211; which amounts to $11.1bn (\u00a38.5bn).<\/p>\n<p>It could also force Google to unbundle Android from its Chrome browser and other services.<\/p>\n<p>Competition Commissioner Margrethe Vestager has previously ordered the firm to pay a 2.4bn euro ($2.8bn; \u00a32.1bn) fine over its shopping comparison service &#8211;\u00a0a ruling Google is in the process of appealing\u00a0against.<\/p>\n<ul class=\"story-body__unordered-list\">\n<li class=\"story-body__list-item\">The Dane targeting multinationals<\/li>\n<\/ul>\n<p>In addition, her investigators are probing the practices of its advert-placing business AdSense as part of a separate inquiry.<\/p>\n<figure class=\"media-landscape has-caption full-width\"><span class=\"image-and-copyright-container\"><img loading=\"lazy\" decoding=\"async\" class=\"responsive-image__img js-image-replace\" src=\"https:\/\/ichef.bbci.co.uk\/news\/624\/cpsprodpb\/6B68\/production\/_102569472_115ae867-4ce8-4733-aa99-b15bef04777e.jpg\" alt=\"Margrethe Vestager\" width=\"976\" height=\"549\" data-highest-encountered-width=\"624\" \/>Commissioner Vestager is pursuing three separate anti-trust cases against Google &#8211; EPA<\/span><\/figure>\n<p>The Android ruling was originally expected earlier this month, but Reuters reported that it had been postponed\u00a0to avoid a clash with President Trump&#8217;s visit to Europe.<\/p>\n<h2 class=\"story-body__crosshead\">Market leader<\/h2>\n<p>The European Commission first began scrutinising\u00a0Android in April 2015, following a complaint by Fairsearch &#8211; a trade group that originally included Microsoft, Nokia and Oracle among its members.<\/p>\n<p>At that point, Android had a 64% share of Europe&#8217;s handset market,\u00a0according to research firm Statcounter. It has since grown to 74%.<\/p>\n<p>The commission subsequently made\u00a0three specific allegations\u00a0of anti-competitive behaviour, saying Google was:<\/p>\n<ul class=\"story-body__unordered-list\">\n<li class=\"story-body__list-item\">requiring Android handset and tablet manufacturers to set its search engine as the default and pre-install the Chrome browser before allowing them to offer access to its Play app store<\/li>\n<li class=\"story-body__list-item\">preventing manufacturers from selling mobile devices powered by rival operating systems based on Android&#8217;s open source code<\/li>\n<li class=\"story-body__list-item\">giving device manufacturers and mobile networks financial incentives to provide its own search service as the sole pre-installed option<\/li>\n<\/ul>\n<p>In response, Google denied obliging device-makers to preload any of its apps.<\/p>\n<p>It also claimed that distributing Google Search and the Play store together had made it possible to offer its services for free.<\/p>\n<p>&#8220;The commission&#8217;s approach&#8230; would mean less innovation, less choice, less competition, and higher prices,&#8221;\u00a0its global affairs chief blogged.<\/p>\n<p>He added that in any case, Apple and its rival iOS operating system gave consumers an alternative.<\/p>\n<p>For its part, Fairsearch wants the regulator to look to the future.<\/p>\n<p>&#8220;The anti-competitive harm is likely to go far beyond smart mobile devices,&#8221; said spokesman David Lawskey.<\/p>\n<p>&#8220;As connectivity is added to substantially all innovative devices, the list of potentially affected devices, such as smart TVs and connected devices will only grow.<\/p>\n<p>&#8220;The European Commission&#8217;s remedy should anticipate these consequences and fully address them.&#8221;<\/p>\n<h2 class=\"story-body__crosshead\">Russia&#8217;s push-back<\/h2>\n<p>Google has already made concessions in Russia, where the local competition regulator pursued similar complaints.<\/p>\n<p>There, Android users are now offered a choice between Google, Yandex and Mail.ru as the default search engine the first time they use the Chrome browser.<\/p>\n<p>Yandex has seen its share of mobile search rise from about 34% to 46% since the change,\u00a0according to Statcounter.<\/p>\n<p>But one legal expert said the EU&#8217;s dispute could take much longer to resolve.<\/p>\n<p>&#8220;Google can challenge any decision made against it, and has shown in the past that it is prepared to assert its legal rights,&#8221; Suzanne Rab, a barrister at Serle Court Chambers, told the BBC.<\/p>\n<p>&#8220;It can appeal to the EU courts, and as we&#8217;ve seen in the European Commission&#8217;s abuse of dominance case against Intel, such litigation can be measured in years and not months.<\/p>\n<p>&#8220;And rivals that do not believe that the outcome goes far enough in terms of remedies could also make challenges of their own.&#8221;<\/p>\n<p>&#8211;<\/p>\n<p>BBC<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Google will learn if it faces a record fine over its Android operating system in the coming hours.
